Feature request: add tlse as an alternative to depending on OpenSSL

Right now, Poco depends on OpenSSL on non-windows platforms for TLS. However, not all projects want to depend on OpenSSL for whatever reason. Thus, it would be great if Poco could use tlse, which can be licensed either under the two-clause BSD license or in the public domain.
