Testing Methodology

• All tests: make test_all
• LocalNet: verify a LocalNet is still functioning correctly by following the instructions at docs/development/README.md

We don't have any sort of visual representation like this I can find elsewhere. Are these sufficient or too simplified @Olshansk? Also added in CLI/user docs to the origin doc section.
