Please provide a summary of the enhancement you are proposing:

Reloader is an active user of compute resources, waiting for a chance when it needs to restart a service to keep inline with GitOps that may never come, is it worth it?

Please provide the motivation or use case for this enhancement:

We need to consider resource consumption
