After being surprised that the cargo CLI didn't have a sub-command for only installing dependencies, I noticed that someone created an extension for the CLI that does just that: rust-lang/cargo#3567 (comment)
I think we should use this since it is more "standard" and clearly states in the Dockerfile what we are doing.
