On a popOS 22.04 laptop with gtx 1660TI mobile that's plugged into AC power. This throttling is a recent problem despite temperatures being 60C or lower. I've tried multiple driver updates and downgrades and setting it to high performance mode while using only the dedicated GPU. Currently on nvidia-driver-530.
Here's the output of nvidia-smi -q -d PERFORMANCE, which shows that both SW power and thermal slowdown are active after merely tabbing between terminal windows (no other apps were open).
