When using the ActionsPermissions resource (https://www.pulumi.com/registry/packages/port/api-docs/actionpermissions/)
if the roles are not in reverse alphabetical order, pulumi preview or pulumi up will constantly indicate a change even though there is no substantive change in the settings.
