Describe the issue:

I think there are multiple issues, but the first is the fact that filesystem "awareness" seems to be problematic:

Steps to reproduce the issue:

1. Open Positron
2. Start New Project Wizard with R or Python

Expected or desired behavior:

Able to proceed in wizard process.

Were there any error messages in the UI, Output panel, or Developer Tools console?

The browse function needs the fix from #4800 in order to show the quick pick on top of the modal.

Note: It was tested in Positron Web but not in Workbench.
