Stop using deprecated VSCode Webview UI Toolkit #2156

The vscode-webview-ui-toolkit has announced that the toolkit will be deprecated on January 1st, 2025 in their sunsetting announcement.

We should avoid using the deprecated components in our UI.

If you didn't see this linked in the deprecation thread, there's a community component set that looks very nice: https://github.com/vscode-elements/elements
