Describe the current behavior

We cannot change area interchange targets using OperatorStrategies actions.

Describe the expected behavior

We can change area interchange targets using OperatorStrategies actions.

Describe the motivation

Once #1055 is completed, in a security analysis context we want to be able to modify area interchange targets using OperatorStrategies.

Extra Information

powsybl/powsybl-core#3157 is a pre-requisite
