I not sure prawn support PDF/A-3 for embedding file(ex. such as XML .. etc) or have other solution for embedding file xml to pdf?

No, Prawn doesn't support PDF/A-3.

I will close this issue now. Feel free to reopen if you want to further discussion or submit a PR for the feature.
