The PDF/A document has the set-state action.

The set-state action is obsolete and should not be used in a PDF document.

Reproducibility

Edit

  1. Create new document with one page and one bookmark (e.g. via Adobe Acrobat)

  2. Find this bookmark in PDF structure: /Catalog -> /Outlines -> /First -> Link to bookmark dictionary

  3. Add new entry /A into this dictionary with reference to new object. For example:

/A 15 0 R
  1. Create new object for SetState action dictionary and the following entry:

  1. Update xref table and trailer
