Datatable resize column support at column level enable/disable

**Current behavior**
Currently resize columns is for all columns

**Expected behavior**
A column setting enable/disabling resize on column level

**What is the motivation / use case for changing the behavior?**
Restrict resizing for certain columns that should have fixed with.
