Нужно вынести ее из под if-условия и как-нибудь красиво расположить

Если комментов нет, то показывать оранжевую скругленную кнопку на всю ширину контейнера с надписью "оставить первый отзыв"
Если комменты есть, то оставить плавающую кнопку внизу справа
