This is fairly minor but causes spurious M_UNKNOWN messages when clients try to join channels on connect.

matrix2051 advertises ISUPPORT TARGMAX=JOIN:1,PART:1 so clients should not send more than one channel.

Though I just noticed it doesn't send MAXTARGETS. Adding that might be enough to convince most clients not to send multiple joins at once
