add blacklist

So i want blacklist to be seperate from bans i want to be able to do /blacklist name and it bans the player and their ip. at the start of every map we are going to unban all people. I want the blacklist to be seperate from those and not to be unbanned. this would be for abusing staff/ddos/dox/other things that are awful.
