Migrate homes to web backend

Store homes in the web backend instead of in the Minecraft server, and wrap it with a REST API.
The less persistent data stored on the Minecraft server the better.

This will also let us overcome the limitation of EssentialsX. We'll be able to customise the number of homes granted to each user group
