Improve collaboration on the website

It seems that currently only @elbenfreund can publish new things on the website. In projecthamster/hamster#574 (comment) he said:

I may be wrong, but the website is deliberatly based on a repository. This may need some tweaks, but I am happy to establish a more colaborative workflow!

To prevent further cluttering up that issue with details about how to approach this, lets' move discussion about that to here.

(note that I have not strong interest to push this discussion forward myself, I just wanted to facilitate it, and also just open the issue right away rather than just suggesting someone else do it)
