I spoke with David Ebbo in jabbr about this, but basically:
I was able to run kuduexec (npm version) in a Windows cmd prompt, but got permissions errors when attempting the same thing under bash installed as part of Git for Windows.
I can provide more details if needed, but it looked like David was able to reproduce it also.

I think it has something to do with the username starting with a $ sign, which is probably being interpreted by bash. Maybe changing it to $ will fix it, though of course that's a pain point compared to just copy / paste.
