Force Fan Speed/On/Off in Modifiers

For the past two days, I have been working on trying to print a complex part that requires more fine control of the part cooling fan. The part I am trying to print requires the part cooling fan to be full speed at overhangs and off at thin parts that need to fuse together for strength and to print properly.
I think it would be best to implement this feature in a very similar way to current settings within geometric (box, cylinder, or custom geometry) and height range modifiers.
