allow decimal points for weighted randomizer #15

in folder src/NFT.net/Mechanism/WeightedRandomizer.cs

the weight varable is defined as Int.

however, some cases we need more accurate weightage control and need the weightage to be more accurate and need 2 decimal points for the weightage.

can you update the program to enable that?
