We restricted access for e-mailing records to users who are logged in as a way to prevent abuse from spammers. Explore ways share e-mails without CAS login for legitimate users - ie campus IPs, limiting how many can be sent from a single IP, captcha

• Investigate a way to make this feature available to anonymous users but still protect from spam.
