Error annotations in summary

Issue details

When one of pulumi actions fails as part of the workflow, there is a long way to get to any error details. Especially since progress reporting makes pulumi logs hundreds of lines long. So long that GH can't even load all at once.

The situation would be easily improved if Pulumi actions reported errors as annotations so they are shown in the summary. It's enough if only the final error message is passed there:
