Issue details

When TF sets are represented as Pulumi lists, this affects detailed diff display in a way that is confusing to users. A changing set element is shown as a removal/insertion instead of an actual change as the identify of the set element is lost.

For example:

pulumi/pulumi-aws#2856

I think this is a dup of #186 actually.
