Issue details

Pulumi plugin download can take awhile - it would be great if this action optionally cached (disabled by default) the plugins directory and up/downloaded via github artifact action

FWIW this request should also apply for https://github.com/pulumi/actions/ .
I'd also like to implement this related optimization as well: skip downloading the CLI when possible. I'm going to open your request into the other repo.
