[Feature] Manage Docker service (create, remote, scale) via tasks

I think docker service tasks would be very helpful:

This would allow Bolt and Choria users to update the service and e.g. increase the replicas of a service without a full puppet run and an inconvenient update manifest code (which btw. could be avoid if the module would use type/provider)

also there should be create and remove for services.
