Expected Behavior:

Select "Upgrade Project"
Expect clean upgrade or message stating it's not necessary

Actual Behavior:

Received error message:
ERROR - main:main - Could not install okapilib@4.8.0 because it is AlreadyInstalled, and that is not allowed. - pros-cli version:3.4.2

Steps to reproduce:

Check out older project, click "Upgrade Project"

System information:

Platform: VS Code / Windows (same thing happens on a Mac too)
PROS Kernel Version: 3.8.0

Additional Information

Not at this time.
