Given the following example: https://puzzle.github.io/puzzle-shell/?path=/story/puzzle-shell-examples-content-app-with-search--default

On mobile, the hamburger menu contains the following elements:

  1. Nav items (not present in the above example)
  2. Menu actions
  3. Menu items

It would make more sense to have the have the menu actions at the bottom:

  1. Nav items
  2. Menu items
  3. Menu actions
