Allow prefix <CONFIG_DIR> in env variables

I have a few environment variables that are a directory, and it would be nice to make this relative to the directory containing mprocs.yaml , like is possible for cwd

I can do procs: {baz: {cwd: <CONFIG_DIR>/foo/bar }}.

I would like to also do procs: {baz: {env: { FOO_DIR: <CONFIG_DIR>/foo/bar }}}
