Build a better Python.org Jobs

Python.org should offer a better Job Board[1], providing form submission for 
Employers/Recruiters instead of e-mail. This form can follow up the template 
found in our HOWTO, and each Job will have a life cycle of 1 month or more.

One special field to be improved is related with "Telecommuting": Just "OK" or 
"No" is not enough. Would be nice if we can set more granular information like 
in:
 - Telecommuting (Europe only)
 - Telecommuting (EUA only)
 - Telecommuting (WorldWide)
