After #177, update CONTRUBUTING.md:

  • Remove the New Releases section. This was intended as notes for myself, but a) this has changed since Release automation #163, and b) it doesn't need to be available for regular contributors.
  • Update to make even more accessible. Copy the approach we used for the pymc-marketing contributor guide
