We should cut a release for #629, soon-ish. Filing an issue as this is how we coordinate stuff here. :)

@brettcannon Given that PR hasn't moved much in ~2 weeks; I'm inclined to say that we can cut a release without it -- it's OK to have multiple small bugfix releases. :)

@pradyunsg and with that prodding and reminding that I have stretched myself too thin (something I am going to work on in 2023), I have merged the PR. 😁

Should this now be 23.0? Is there anything currently blocking this release? I only see this issue in https://github.com/pypa/packaging/milestone/1.

Well, this was blocked on "I'm not doing open source over the year end holidays".
