Environment

  • pip version: 20.0.1
  • Python version: 3.6 and 3.7
  • OS: Linux Ubuntu 18.04

Description
Pip install does not select any wheel for the package azure-iothub-device-client==1.4.6, while pip==19.3.1 successfully did it.

Expected behavior
pip install azure-iothub-device-client==1.4.6 works like previous version, selecting the right wheel for the system (ubuntu 18.04).
