pip download -r requirements.txtfails with setuptools_scm complaining that VCS information is not available.Analysis
This relates to #9273, i.e. pip does a VCS export instead of a VCS clone/checkout. When using a regular (non-editable) VCS requirement, this works, since pip then does a VCS clone.
