This now lists two 21.0 records at https://pip.pypa.io/en/stable/news/

What is the suggestion here? Do you want to flip the flag @ https://github.com/pypa/pip/blob/8d042c4/docs/html/conf.py#L323 or see something else there?

If I'm not being dumb :) this issue should be closed since a fixing PR has been merged (GH-9510).

This is indeed fixed, and 21.0.1 does not show twice in the stable documentation now.
