The last release was on Jul 11 and there have been several pull request since that fix bugs and address user needs. Let's cut a new release.

Today, I tried cutting a release. I added a changelog in 476f193 and tagged it as v7.1.0. The GHA actions seem to be able to take care of the rest.

The release is failing when it attempts to download pip for python 2.7 but python 2.7 doesn't exist.

After addressing one small bit of tech debt in #795, the CI builds are now passing and I've force-pushed the v7.1.0 tag to a5acb68 and expect this tag to release.
