General: Staging icon #2017

Goal

Differentiate staging and production version of openpype with different color of openpype icons.

renamed pype_icon_filepath to get_openpype_icon_filepath and pype_splash_filepath to get_openpype_splash_filepath
imeplemented is_running_staging function in openpype.lib.pype_info
use is_running_staging to define if staging icon should be used or not
