resolve tagging for publish

We need to add ability to tag shots with correct naming and publish attributes similar to nuke studio.

So far the consensus is on using timeline markers for this.

User should be able to select a bunch of clips, run pype->create->shots and be presented with a simple GUI, where he can choose necessary metadata and hit create. That should create metadata on markers above clips, so we can collect them for publishing later on
