migrating package insert/update methods from pypi

I'd like to tackle the larger problem of creating dummy data for warehouse. The best way to do that would be to migrate the data creation method over from pypi into warehouse.

This is just a ticket to let everyone know I'm working on that right now.

I'm going to close this ticket since using the ORM we can handle this without needing to write explicit methods.
