Mark PEP 616 as Final

PEP 616 – String methods to remove prefixes and suffixes should be marked Final, as indicated by @ericvsmith here.

I will provide a PR updating the status for you to review.

Based on comments in the linked thread, it seems like more PEPs should be marked Final as well. If you approve, I can also file issues for the two other mentioned PEPs:

• PEP 572 – Assignment Expressions
• PEP 585 – Type Hinting Generics In Standard Collections
