The install command

pip install --pre torcharrow -f https://download.pytorch.org/whl/nightly/cpu/torch_nightly.html

breaks pylance and is there any alternative for restarting runtime like

(https://colab.research.google.com/drive/1S0ldwN7qNM37E4WZnnAEnzn1DWnAQ6Vt).

And also as mentioned #518 , conda installation is also broken now.
