Jumping navigation buttons when creating a new project

What happened?

The navigation buttons are changing their position in the project creation modal, which is confusing:

then when selecting the funding information, the next button moves:

I have also observed this before. Happens on chrome as well.
The Next and Cancel buttons should be on the right always. Back on the left.
