[Enhancement]: Parallel RC blocks execution

Description

Allow multiple RC blocks to be executed at the same time to reduce latency of announcing that we are on the tip of the chain

Motivation

We might have multple RC blocks of the same height coming to kagome in parallel. Unfortunately, at the moment they get executed sequentially, which increases lag from perspective of other nodes of what is the highest block available by our node
