Improvement Description
A user may have a column with locations of the form 1846 19th street, 9500 Gilman Drive, etc and may want to create latitude and longitude columns from this information.

@ackermag also requested the ability to convert lat/lon in DD MM SS to decimal degrees, and to support GPS coordinate conversions.

Adding this here since these features are all related. It may make sense to add these features after the SRGD.csv format (#51) is implemented, as that is a spatial-aware format.
