The Openwrt builder supports the env variable PACKAGES
PACKAGES="pkg1 pkg2 pkg3 -pkg4 -pkg5 -pkg6",
described https://openwrt.org/docs/guide-user/additional-software/imagebuilder#selecting_packages

can something similar be done with the current ipq branch?

If he releases a image builder, yes. it would require he have all the packages pre built somewhere. if you use open wrt image builder that won't have nss. alternatively another nss fork (I forget the name) provides kmods/packages you can install with their pre built releases.
