It looks like the actual result of the run is being ignored, but the runs are being triggered properly.

I think this occurs because HITL Run Status can't be used as a passing criteria, but the hitl-trigger is marked as "pass" once the HITL completes. We should update the hitl-trigger to mimic the HITL Run Status result.
