In #501 (comment) , it was proposed that we use cl-quil.clifford:exp-pauli as a source of truth for whether the machinery around DEFGATE ... AS PAULI-SUM is functioning correctly.

Both simple, isolated tests and complex, end-to-end tests would be desirable.
