The CRAN build fails on Solaris because it tries to compile a version of libpq which is too old. We should pass the minimum required libpq version to pkg-config --atleast-version=...

The version on my Solaris 10 VM is over 10 years old. So it's fine if that doesn't work, but the configure script should give a proper error message.
