Spike - Allow SSP STTs to become non-SSP

Description:

As of FY2024, NY no longer has an SSP program so they no longer need to submit these files. Still, we want to retain any SSP files, and related metadata submitted for any pre-FY24 fiscal periods.

Acceptance Criteria:
Create a list of functional outcomes that must be achieved to complete this issue

• Determine what breaks if NY is set to no longer be SSP
• Identify a path forward for decoupling the STT from the file names attribute
• Testing Checklist has been run and all tests pass
• README is updated, if necessary

Tasks:
Create a list of granular, specific work items that must be completed to deliver the desired outcomes of this issue

• Recreate new non-SSP STT example in dev environment(s)
• Address submission deadline email logic
• Create follow-on tickets, as necessary
• Run Testing Checklist and confirm all tests pass
