Description:
A requirement in DDS is to be able to download whole visits, but within the download limit.

@kevinphippsstfc can expand on the configuration requirement for this, which was already discussed with @louise-davies

Acceptance criteria:

add configuration option for downloading full visits within the download limit

agbeltran added the not MVP label
