Issue minting DOI with a URL not on whitelist

If a user tries to mint a DOI using a URL which is not accepted, the metadata is still created, and then the DOI cannot be minted again. They would have to remember the DOI and then use the Update DOI URL menu option once their URL was added to the white-list.

Either the system should verify the URL before submitting the metadata or the system should redirect to the update URL page with a suitable message
